O debate sobre racismo nas sociedades democráticas tem sido silenciado, percecionado como excecional, produto de atos individuais e residuais. O mesmo acontece em Portugal, onde os legados do passado colonial e de escravatura são evadidos, impossibilitando a análise da forma como estes perpetuam desigualdades atualmente. Nesta perspetiva, têm sido vários os movimentos antirracistas pelo mundo que lutam contra as desigualdades raciais. Em Portugal, movimentos antirracistas têm se insurgido contra o racismo estrutural na sociedade portuguesa em diversas áreas. Nesta dissertação, foi investigado o papel da sociedade civil antirracista na abordagem ao racismo em Portugal através do enquadramento teórico da teoria decolonial. A metodologia utilizada pautou-se por um estudo de caso centrado em entrevistas a quinze entidades antirracistas, cujos dados foram analisados através da análise temática. Os resultados mostram como a sociedade civil antirracista tem um papel de denúncia do racismo estrutural em Portugal, das suas manifestações na sociedade e dos seus agentes, que surgem enquanto Estado e branquitude. O reconhecimento do racismo estrutural por parte do Estado surge como fundamental, assim como, por exemplo, a recolha de dados étnico-raciais. A sociedade civil antirracista tem, também, um papel de resistência e de insurgência contra o racismo e as suas manifestações na sociedade, demonstrado através das suas lutas e objetivos. O seu papel é influenciado e moldado pelos diversos antirracismos que caracterizam as entidades, que agem de acordo com diferentes objetivos e perceções de antirracismo. A sociedade civil antirracista revela, assim, como procura combater o silêncio sobre o racismo em Portugal, exigindo mudanças estruturais na sociedade.
The debate on racism in democratic societies has been silenced, perceived as an exception, a product of individual and residual actions. The same is true in Portugal, where the legacies of the colonial past and slavery are repressed, making it impossible to analyze how they maintain inequalities today. From this point of view, there are several antiracist movements around the world fighting against racial inequalities. In Portugal, antiracist movements have risen against structural racism in Portuguese society in different areas. This dissertation examined the role of the antiracist civil society in the approach to racism in Portugal using the theoretical framework of decolonial theory. The methodology used was based on a case study that relied on interviews with fifteen anti-racist entities, whose data were analyzed through thematic analysis. The results show how antiracist civil society plays a role in denouncing structural racism in Portugal, its manifestations in society and its agents, which emerge as the Sate and whiteness. The recognition of structural racism by the State proves to be fundamental, as well as, for example, the collection of ethnic-racial data. Antiracist civil society also plays a role in resisting and insurging against racism and its manifestations in society, as evidenced by its struggles and goals. Its role is influenced and shaped by the diverse antiracism that characterizes the entities, which act according to different goals and understandings of antiracism. In this way, antiracist civil society shows how it tries to combat the silence about racism in Portugal, and demand structural changes in society. |
