A Criminalidade Transnacional constitui um sério perigo à segurança das nações englobando ameaças que preocupam qualquer autoridade. Nestas ameaças a European Union Agency for Law Enforcement Cooperation (EUROPOL) classifica o Tráfico Ilícito de Estupefacientes e Substâncias Psicotrópicas como uma séria ameaça à segurança da Europa. Estas Organizações Criminosas Transnacionais (OCT), atentas à centralidade atlântica dos Açores utilizam-na para perpetrarem o Narcotráfico por Via Marítima (NVM), nomeadamente pela denominada Rota do Norte (RN) em águas açorianas, constituindo o objeto do presente trabalho. Fazendo uso de uma estratégia qualitativa e recorrendo ao raciocínio indutivo, avaliámos a importância dos Açores para as OCT que utilizam a RN, enquadrando o papel da Marinha no apoio à Polícia Judiciária (PJ) e Maritime Analysis and Operations Centre - Narcotics (MAOC-N) no combate ao NVM. Por fim identificam-se novas formas de colaboração entre entidades. Concluímos que as OCT utilizam a RN pela conveniente localização dos Açores e suas características para a náutica de recreio. Aferimos a legitimidade legal da atuação da Martinha em apoio à PJ e reconhecemos os esforços que estão a ser envidados pela Marinha para melhorar a sua colaboração terminando reconhecendo a importância que as OCT dão à Região Autónoma dos Açores (RAA). |

Transnational Crime is a serious threat to the security of any nation. European Union Agency for Law Enforcement Cooperation (EUROPOL) recognise the Narcotrafic as a serious threat to the security of European Union. Transnational Criminal Organizations (OCT), identify the Atlantic centrality of the Azores islands as an opportunity to perpetrate narcotrafic, by the Northern Route (RN) in Azorean waters. Using a qualitative strategy and an inductive thinking, we assessed the importance of the Azores islands to the OCT's that use the RN and identified the role of the Portuguese Navy in support of the Portuguese Judiciary Police (PJ) and Maritime Analysis and Operations Center - Narcotics (MAOC-N ) in the fight against the Narcotrafic. We identified new forms of collaboration between entities. We conclude that the OCT use the RN for convenient location of the Azores and its features for the nautical community. We acknowledge the legal legitimacy of the Portuguese Navy in support of the PJ and recognize the efforts being made by the Portuguese Navy to improve its collaboration. Finnaly we recognize the value that the OCT gives to the Azores islands. |
