| الوصف: | This article analyzes the governance of the Spanish system of science, technology and innovation designed in the State Law 14/2011, defined as the set of agents that perform functions of financing, implementation and coordination in this field as well as the relationships, structures, measures and actions to promote, develop and support scientific and innovation policy. To carry out this analysis, the article begins by describing the distribution of powers between the State and the Autonomous Communities in this matter, for this distribution directly affects the design of the governance. Subsequently, it reviews the various organs and instruments that make up the system of governance: the Spanish Strategy for Science and Technology and the Spanish Innovation Strategy; the Council for Political Science, Technology and Innovation; the Advisory Council for Science, Technology and Innovation; the Spanish Committee for Ethics in Research; and the Information System of Science, Technology and Innovation. Of these mechanisms, the paper focuses especially on those crucial to the governance, such as the two Strategies and the Council for Political Science in its aspect of overall coordinating body. Finally, an assessment is made about the capacity of this new governance to overcome some of the current problems of the science in Spain. Este artículo analiza la gobernanza del sistema español de ciencia, tecnología e innovación diseñado en la Ley estatal 14/2011, entendida como el conjunto de agentes que desarrollan funciones de financiación, ejecución o coordinación en este campo, así como las relaciones, estructuras, medidas y acciones destinadas a promover, desarrollar y apoyar la política científica y la innovación. Para llevar a cabo este análisis, se comienza describiendo la distribución de competencias entre Estado y Comunidades autónomas en esta materia, pues este reparto incide directamente en el diseño de la gobernanza. Posteriormente, se repasan los diversos órganos e instrumentos que conforman el sistema de gobernanza: la Estrategia Española de Ciencia y Tecnología y la Estrategia de Innovación; el Consejo de Política Científica, Tecnológica y de Innovación; el Consejo Asesor de Ciencia, Tecnología e Innovación; el Comité Español de Ética de la Investigación; y el Sistema de Información sobre Ciencia, Tecnología e Innovación. De entre estos mecanismos, el artículo se centra especialmente en aquéllos cruciales para la gobernanza, como son las dos Estrategias y el Consejo de Política científica en su vertiente de órgano de coordinación general. Finalmente, se realiza una valoración sobre la bondad y sobre las posibilidades de este nuevo diseño de cara a superar los problemas actuales de la gobernanza de la ciencia en España. |
