C. 20314 Circular No. 1180-1-168 30 November 1977 EXPIRES 30 SEPTEMBER 1978 Contracts CONSTRUCTION EQUIPMENT COST GUIDE 1. Purpose. The purpose of this circular is to continue in selected Districts the use of the Construction Equipment Cost Guide published by the Corps of Engineers Construction Engineering Research Laboratory (CERL). 2. Applicability. This circular is applicable to the following Districts (grouped by Division): Division District Missouri River Kansas City Omaha North Atlantic Baltimore North Pacific Portland Seattle Walla Walla Ohio River Louisville South Atlantic Savannah Mobile South Pacific Sacramento Southwestern Fort Worth 3. Use of Special Contract Clause. The contract clause entitled "Construction Equipment Usage Costs (.1975 SEP OCE)" set out in Appendix A shall be included in all construction contracts awarded by a District listed in paragraph 2 above when the original contract price is expected to exceed $13 000,000. In addition, the clause may be included in construction contracts not expected to exceed $1,000,000 but expected to exceed $25,000. The clause shall not be used, however, in contracts to be administered by a District not listed in paragraph 2. EC 1180-1-168 30 Nov 77 4. Profit Guidelines. Appendix A of the Guide establishes special profit guidelines to be used In lieu of the weighted guidelines set forth in ECI 3-808.2. These special guidelines shall be used whenever profit is an element of the price adjustment being negotiated or otherwise determined, except that the Capital Investment Profit portion shall not apply when a rate for a category of equipment not covered In the Guide must be calculated in accordance with ASFR 15-402.1(c). 5. Feedback and Evaluation. Questions and comments from users of the Guide are encouraged and nay be formal or Informal. Fre-addressed postcards are bound in the back of the Guide for the convenience |
