الوصف: | 105 The garbage problem in Taitung County has remained unsolved for a long period of time. Taitung Incineration Plant has been idle for years. This study interviewed subjects with decision-making power and influences and investigated the compensatory facilities, feedback fund, air pollution controls of incineration plants in other cities. The objective was to investigate the current situation of waste processing in Taitung County, explore the reasons why local residents have opposed the reopening of Taitung Incineration Plant, identify the advantages and disadvantages of reopening the plant through a cross comparison with other incineration plants, and develop potential strategies. Based on findings, this study summarized the conditions, problems, and potential strategies for reopening the incineration plant as follows: 1. The conditions for reopening the incineration plant: (1) The existing facilities are outdated but still usable after proper maintenance and upgrade. (2) The amount of garbage in Taitung is obviously not enough, and there should be more sources of garbage. (3) Long-term monitoring can effectively reduce air pollution. (4) Fly ash can be processed as a landscaping material, and bottom ash can be properly utilized. (5) An environmental park can be built to inhibit the slump in house prices. 2. The problems related to reopening the incineration plant: (1) Local residents have no confidence in the feedback fund system. (2) The amount of garbage in Taitung is not enough, and the necessity of reopening the plant should be assessed. (3) Local residents are concerned about the effect of air pollution on development of agricultural tourism. (4) How fly ash is processed is not transparent, and there is no plan for processing bottom ash. (5) Wind directions affect tourism, and the facility is likely to affect house prices. 3. Potential strategies for reopening the plant: (1) Influence citizens’ views by improving their living environment. (2) Implement a business invitation procedure and repair/upgrade the facility. (3) Meet the requirement of garbage supply to reduce the processing cost. (4) Implement environmental protection measures and increase policy promotion. (5) Organize public visit tours and reduce the influence of political factors. Finally, this study suggested that future researchers focus on issues including maintenance/upgrade of the existing facility, legal foundation of ROT, garbage sources, and air pollution controls. Besides, future researchers can conduct a quantitative research of residents in broader areas of Taitung County in addition to residents in Dafeng and also include questions such as “What should the incineration plant do to compensate neighboring residents and increase job opportunities for local people?” in the interview. |
