Vietnam is now on the road to integration with the world economy facing increasingly more difficult, intense competition of a business environment. How to manage human resources effectively is the problem and the biggest challenge for Vietnamese enterprises in transition economies. The strong fluctuations of the business environment, the nature of the fierce competition and the requirements to meet the increasing demand of employees in the economies and markets are causing significant pressure, requiring the business managers to have new ideas, acquire new methods and grasp new skills in human management. Binh Minh Electric Power is state-owned enterprise (100% state-owned) under the Electricity Company of Vinh Long specializes in the distribution of household electricity consumption, production, sales and services. Since its foundation it has contributed in no small part in the economic development of the local society. Along with the development process of industrialization and modernization of the country, the power sector has to go ahead and create infrastructure for economic development. Therefore Binh Minh Electric Power should give the more efficient solution to business operations. With the power of science and technology, financial strength, the human factor is of primary importance. Managing people to explore and promote the potential of staff, workers in the enterprises to create higher productivity. It was these reasons that I decided to research the "Solutions to Improve the quality of human resources at Binh Minh Electric Power in 2013-2018 period" in this thesis. The thesis consists of five chapters: Introduction, Literature Review, Methodology, Result and Discussion, Conclusions and Suggestions. The main content of the thesis is to review the basic theory of human capital, human capital development of a number of previous studies. The analysis of the application of human resource situation in Binh Minh Electric Power aims to identify the strengths, weaknesses, advantages and disadvantage in the human resources management and development. Collecting actual data and doing interviews directly to Binh Minh Electric Power target to analyze, then give a number of development proposals to improve energy source for Binh Minh Electric Power phases from 2013 to 2018.
