The population of this study were freshmen and seniors of the Hualien University of Education. The purpose of this study was to assess environmental literacy of two populations and analyzed predictors of their environmental action. The theoretical framework of this study was based on the Hines’ environmental behavior model, the Hungerford & Volk (1990) environmental citizenship behavior model and Marcinkowski & Rehing (1995) literacy frame work. In total 541 freshmen and 566 seniors were surveyed. Among which, there were 689 questionnaires returned, includinig 347 copies of the freshmen, and 329 copies of the seniors, and 25 invalid copies. The valid copies of freshmen were 355 with a return rate of 78.5%. The valid copies of seniors were 329 with a return rate of 73.6%. The researcher analyzed data collected from questionnaires with SPSS and utilized frequency, stepwise multiple regression analysis, one-way ANOVA and collection. The findings are as follow: First, the scores of environmental literacy variables for the freshmen are higher than seniors, including: intention of action, locus of control, environmental hope, social support, environmental action, perceived knowledge in using environmental action strategies, perceived skill in using environmental action strategies, perceived knowledge of ecologe and environmental science, perceived knowledge of environmental problems and issues. Second, as for the senior high school text books, the scores of the environmental literacy of the freshmen who used the new version were better than the seniors who used the old ones and took no environmental courses in the university, especially in environmental responsibility, intention of action, locus of control, perceived skill in using environmental action strategies, perceived knowledge of ecologe and environmental science. Third, excluding the environmental literacy variables, when only the demographical and experience variables were considered into the regression model, for the freshmen, the raking of the most parsimonious sets of predictors from high to low is as follow, ” environmental protection groups as the main sources of environmental information”, ” join the environmental protection groups in juniors”, and ”internet as the main sources of environmental information”( Total R2= .127). For the seniors, the raking of the most parsimonious sets of predictors from high to low is as follow, ” environmental protection groups as the main sources of environmental information”, ”families and friends as the main sources of environmental information”, and ” working”(Total R2= .079). Fourth, when the environmental literacy variables as well as demographical and experience variables were considered into the regression model, the most parsimonious sets of predictors for the freshmen were rank from high to low is as follow, “ environmental hopes”, “perceived knowledge in using environmental action strategies”, ”join the environmental protection groups in juniors”, “environmental responsibility”, “perceived knowledge of environmental problems and issues”, ” environmental protection groups as the main sources of environmental information”, “intention of action”, and ”internet as the main sources of environmental information”( Total R2= .517). For the seniors, the most parsimonious sets of predictors were rank from high to low is as follow, “ environmental hopes”, “perceived knowledge of environmental problems and issues”, “intention of action”, “perceived knowledge in using environmental action strategies”, families and friends as the main sources of environmental information”, “environmental attitude”, and ”environmental sensitivity” ( Total R2= .427). At last, the suggestions for the future development of environmental education programe in the Hualien University of Education were provided.
