The design of an expert system with fuzzy theory and color Petri-net for distribution planning is proposed. The design stage has a critical impact on the cost of distribution feeders. Algorithms aimed at load transfer and minimizing investment cost to support inference engine to reach proper switch placement and new feeder allocation plans. The expert system using the developed algorithms and knowledge base is built on a personal computer and is applied to allocate feeder in substations of Feng-Shen District of Taiwan Power Company. It is found that the distribution planning can be reached very efficiently by applying the expert system. The results of this thesis will be an important reference for distribution planning in Taiwan.
