In order to obtain a set of sustainable management strategies f in a river basin, decision makers must realize the features within the river basin and the possible interactive relationships among its neighboring river basins simultaneously. However, the inherent natures resulting from the imprecision, uncertainty and complexity usually make the system analysis difficult to be proceeded. Useful analytical techniques are required to overcome these shortcomings. For achieving the effective water allocation strategies and water quality management planning, this study introduced theoretical improvement of soft computing techniques and practical application potential for river basin management using Tseng-Wen River Basin as an example. The main contribution include: Theoretical improvement of soft computing Major improvements consist of the establishment of fuzzy regression techniques to construct the cost functions of wastewater treatment, Improvement of the fuzzy cluster analysis method for the quantification function for in-stream value, formulation of the environmental problems by GA-based using nonlinear fuzzy multiobjective programming model. Practical application for river basin management Major contribution include the generation of strategies planning for waste allocation and water quality management with the assistance of soft computing technique and 3S(GIS/GPS/RS) information technologies
