When evaluating public expenditure, an important concern is to show whether taxpayers’ money has been wisely spent. The EU’s Financial Regulation and its Implementing Rules have been put in place to ensure that resources are allocated with due regard to the principles of efficiency and cost-effectiveness. However, any evaluation of efficiency requires suitable methods to be applied that satisfy the specific requirements of each situation, as the possibilities to provide judgements vary greatly between different kinds of initiative. Furthermore, policymakers should adapt their expectations on how efficiency and costeffectiveness can be evaluated, depending on their objectives and the nature of the initiative in question. For that reason, the European Commission’s Directorate General for Education and Culture (DG EAC) has taken steps to further strengthen the assessment of efficiency and cost-effectiveness in its evaluations |
