الوصف: In Catalonia both the Parliament and the Government consider policies tofoster education as a priority, and have made every effort to ensure the fullrecognition of statutory powers and that the necessary adaptations bemade to the general system of scholarships and grants, so that it may becomea true instrument of guarantee to enable the historical defi cits ourstudents suffer to be made up for. Historically, the Government of Cataloniahas demanded the transfer of services in this important area, and, whennecessary, has led confl icts concerning areas of power. The scope of state and autonomous community power was specifi ed doctrinally in ConstitutionalCourt Sentence 188/2001, which provided a boost, albeit with manynuances, for the aspirations of Catalonia. It has been over nine years sincethat sentence and more than twelve since the transfer was fi rst approached,and Catalonia’s demands are still to be fulfi lled. Negotiations continue in theMixed Transfer Commission, and advances in self-administration are the resultof collaboration between government agencies and not of the effectiveexercise of power. This situation aside, the general funding of educationwithin the Spanish education system has evolved, both in its legal makeupand in greater specialisation and diversifi cation of the courses on offer, andloans have been included, by approximation to the models used in more advancedcountries. However, Catalonia requires a more open state regulatoryframework that enables real adaptation to its socioeconomic, territorial andcultural needs; and also suffi cient funding to be able to implement its ownpublic policies. This article summarises the regulatory, authoritative and doctrinalframework applied to the general funding of education; sets out themost outstanding aspects of the evolution of the transfer of services andprovides an approach to current problems and to future prospects.
