الوصف: The European biodiversity conservation network Natura 2000 is not yet optimally set up and lacks coherence and connectivity. This work focuses on the Habitats Directive's provisions on designating Natura 2000 and examines possible reasons for Member States' lack of compliance with their designation duties. It reassesses the 2015 REFIT Fitness Check of the Nature Directives for the Member States' reasons for not having optimally complied with their designation duties yet. Subsequently, the Habitats Directive's drafting is carefully analysed to reveal elements of non-optimal drafting in its designation provisions. Sensible law reforms that do not interfere with the general framework of the Habitats Directive will be proposed considering relevant national, regional and international biodiversity law developments as wellas relevant case law. The result is an enhanced designation framework that will facilitate Member States' compliance. Finally, the effects of the suggested reforms for the broader biodiversity and environmental law and policy landscape will be examined, finding that a law reform would benefit a variety of biodiversity hard and soft law areas.
