this paper evaluates Law 1448 on Victims and Land Restitution issued by the Colombian government in 2012 to favor peace dialogues, promote transitional justice and provide reparations to the victims of the internal armed conflict, with special emphasis on the recovery of their mental health. To this end, some articles of this law were reviewed in detail and 36 news items related to it in the Colombian press were analyzed in order to assess its degree of compliance. Likewise, the author submitted rights to petition and personal communications to public entities in charge of its implementation to demonstrate the various difficulties victims face in order to be heard. This exercise revealed that the implementation of Law 1448 has had several obstacles, but generally summarized in the negligence of the state to fulfill the victims to what was agreed on paper. Thus, the study concludes that state institutions have been insufficient in the effective implementation of Law 1448, which has resulted, contrary to the normative spirit, in frequent situations of revictimization. ; este artículo evalúa la Ley 1448 de Víctimas y Restitución de Tierras expedida por el Gobierno colombiano en 2012 para favorecer los diálogos de paz, promover la justicia transicional y reparar a las víctimas del conflicto armado interno, enfatizando especialmente la recuperación de su salud mental Para tal fin se revisaron en detalle algunos artículos de esta ley y se analizaron 36 noticias relativas a ella en la prensa colombiana con el objetivo de evaluar su grado de cumplimiento. Asimismo, el autor elevó derechos de petición y comunicaciones personales a entidades públicas encargadas de su implementación para evidenciar las diversas dificultades que enfrentan las víctimas para ser escuchadas.
