الوصف: B.A. (Hons) (Melit.) ; The study explores the role of technocracy in good governance to provide a blend of transparent, accountable institutions that guarantee the rule of law and social, people-centred sustainable development that complements representative democracy. Using a qualitative approach, the dissertation examines the Planning Authority as a case study, analysing its role as a technocratic advisor on policymaking, policy formulation and execution of policy in the planning and development sector. It traces the history of the Planning Authority, which was envisioned as an independent technocratic institution but was gradually compromised by political interests. Data was collected through individual semi-structured interviews of approximately one hour. Politicians, Planning Authority officials and planning technocrats answered the following research question: “How do technocrats in the Planning Authority influence policymaking in the planning processes?” Reflecting Habermas and John Dewey’s philosophy, the dissertation analysed the efficacy of a triangular relationship between scientific experts, politicians, and knowledge-based interest groups. Such a model would develop credible policies for the greater good of the country that are not influenced by the caprices of the electorate or powerful lobbyists. The analysis demonstrated agreement on the importance of technocratic expertise in all the critical stages leading to decisions on policy in the interests of the common good. Undoubtedly, the triangular model of discussion among policymakers, technocrats and knowledge-based interest groups is crucial to ensure sustainable policies with a long-term vision that embraces economic, social, health and environmental needs. ; N/A
