Using historical series of revenues and expenditures executed by the different levels of government for the period 1923-2020, this document describes the evolution of fiscal imbalances between the national government, departments, and municipalities in Colombia. Four moments of territorial public finances in Colombia are identified. The 1910s and 1920s represent a first moment of strengthening the fiscal autonomy of subnational governments. With the Liberal Republic in the 1930s, a second period characterized by centralizing reforms that sought to strengthen the income of the central national government began. In the 1960-1990 period, the existing fiscal imbalances were corrected with the increase in transfers, the creation of decentralized institutes and a new territorial tax statute. One last moment begins with the Political Constitution of 1991, which promoted decentralization and paved the way for reforms that built the current regulatory framework. ; À l'aide de séries historiques de recettes et de dépenses exécutées par les différents niveaux de gouvernement pour la période 1923-2020, ce document décrit l'évolution des déséquilibres fiscaux entre le gouvernement national, les départements et les municipalités en Colombie. Quatre moments des finances publiques territoriales en Colombie sont identifiés. Les années 1910 et 1920 représentent un premier moment de renforcement de l'autonomie budgétaire des gouvernements infranationaux. Avec la République libérale dans les années 1930, une deuxième période caractérisée par des réformes centralisatrices visant à renforcer les revenus du gouvernement central national s'ouvre. Dans la période 1960-1990, les déséquilibres fiscaux existants ont été corrigés avec l'augmentation des transferts, la création d'instituts décentralisés et un nouveau statut fiscal territorial. Un dernier moment commence avec la Constitution politique de 1991, qui a promu la décentralisation et ouvert la voie aux réformes qui ont construit le cadre réglementaire actuel. ; Usando series ... |
