In this October 2013 interview, MAJ Alfonso Deveyra, US Army, Civil Affairs, discusses his deployment to the Philippines as a Civil Affairs team leader and US Agency for International Development (USAID) liaison officer (LNO) for Charlie Company, 97th Civil Affairs Battalion in 2009 in support of Operation Enduring Freedom-Philippines (OEF-P) and Joint Special Forces Operation Task Force – Philippines (JSOTF-P). MAJ Deveyra talks about his missions of conducting key leader engagements, assessing internally displaced person (IDP) camps, and working with Environment Governed Integrated Organization (EnGIO) partners. He describes how his Filipino upbringing and knowledge benefited the CA team. He discusses some difficult challenges he faced regarding CA employment and shares his ats the first joint, interagency, intergovernmental, and multinational (JIIM) LNO for JSOTF-P. He shares a specific memory of the aid he was able to coordinate after Typhoon Ketsana and the impact it made on the Philippine-US relationship. MAJ Devyra closes his interview by stating, "Working with the USAID was a good learning of culture. It is a non-doctrinal approach to put a liaison officer within US field offices. I think that would be a good lesson learned to maybe explore or exploit. It does grease the skids and just makes the resource sharing a lot more fluid based on the national security strategy." |
