Flächeninformations- und Monitoringsysteme sind ein Bestandteil eines großen Sets anwendungsfähiger regulativer, informatorischer, fiskalischer/finanzieller sowie strukturierenden (Kooperation, Organisation) Instrumente für eine flächensparende Siedlungsentwicklung. Sie können mit Daten über Innenentwicklungspotenziale insbesondere an der Schnittstelle zur formellen und informellen räumlichen Planung unterstützen. Allerdings mangelt es an den geeigneten Rahmenbedingungen für eine vorrangige Innenentwicklung. Somit können die Potenziale informatorischer Instrumente oftmals nicht im Sinne einer flächensparenden Siedlungsentwicklung nutzbar gemacht werden. Hierfür bedarf es der Veränderung rechtlicher und fiskalischer Rahmenbedingungen sowie der Bereitstellung finanzieller und personeller Ressourcen für Mobilisierungsmaßnahmen in den Kommunen ; Abstract: Land information and monitoring systems are part of a large set of usable regulatory, informative, fiscal/financial and structuring (cooperation, organisation) instruments for land-saving settlement development. They can support data on indoor development potentials, in particular at the interface with formal and informal spatial planning. However, there is a lack of appropriate framework conditions for priority internal development. As a result, the potential of information tools can often not be harnessed in the sense of land-saving settlement development. This requires a change in the legal and fiscal framework and the allocation of financial and human resources for mobilisation in municipalities. |
