改革开放以来，中国在过去30多年里实现了年均增速9%以上的高速发展，中国对世界经济的影响已经越来越大。而伴随着经济增长对能源的大量需求和对环境的过度开发，中国的碳排放呈现激增态势，其他环境污染问题也由此引发。面临着国际舆论上的施压并考虑到国家未来持续发展的重要性，中国正积极转变经济增长方式和调整经济结构。在《中华人民共和国国民经济和社会发展第十二个五年规划纲要》中，国家首次提出低碳经济目标并倡导利用战略性新兴ICT产业升级传统工业，实现产业间的进一步融合。如何开发和利用ICT产业的低碳经济价值已成为政府和学术界共同关心的话题。 当前，国内外学者从ICT和碳排放的关系、ICT的碳减排机制、IC. ; Since economic reform, China’s economy has experienced consistently high growth at an average annual growth rate of approximately 9.9% over the past thirty years.
