国家提出全面推进依法治国的重要决定,地质调查工作是国家经济社会发展的基础之基础,新时期新形势下加快地质调查政策体系建设研究尤为必要.本文基于对国内法律层级关系的阐述和国际上的"软法"与"硬法"对比,重点研究提出了以绩效管理为核心的地质调查可持续发展政策体系构建思路,并建议坚持公益性、渐进性、系统性的研究原则,采取"三阶段"的实施路径,加快推进地质调查可持续发展政策体系建设. ; The state has put forward to fully advance the law-based governance of the country.As is well known,geological survey is the foundation of national economic and social development;Hence it is significant for accelerating the research for the policy system of geological survey.This paper puts forward the minds of constructing sustainable development policy system based on the core of performance management based on domestic legal hierarchy relations and comparison of international "soft law" and "hard law".Furthermore,some proposals have been offered to persist in the principle of commonweal,evolutionary and systematicness.We should take steps known as "three stage method",to accelerate the development of geological survey of sustainable development policy system. ; z1 ; 39-42,55 ; 26 |
