This essay aims at providing an analysis of intergovernmental relations in federal and regional systems during the pandemic. The main purpose is to highlight differences between the Italian regional system and other classical model of federations. During the pandemic Italy has witnessed a centralisation and the practice of intergovernmental relations has shown this trend in continuity with the past two decades after the 2001 Reform. The choice to put Italy in comparison with these two classical models of federalism is grounded on the instability of the Italian system while Germany and Canada have confirmed the strength of their own specific federal system. Through the lens of intergovernmental relations, the Italian regional system appears still in search of its identity and recent proposal of constitutional reforms are a further proof of it. |
