| الوصف: | Osoby niepełnosprawne stanowią jedną z najliczniejszych mniejszości na całym świecie. Często są marginalizowane z powodu niepełnosprawności. W wielu krajach osoby te objęte są szczególną troską i opieką państwa. W Polsce osoby niepełnosprawne objęte są indywidualnymi instrumentami rynku pracy. Finansowane są ze środków PFRON i realizowane przez powiatowe instytucje. W świetle wyników badań należy stwierdzić, że samorządy powiatowe nie angażują własnych środków na finansowanie pomocy osobom niepełnosprawnym. Dzięki realizacji dotacji do zatrudnienia oraz samozatrudnienia w latach 2010-2017 ponad 14,6 tys. osób znalazło zatrudnienie. Średni koszt wyjścia z bezrobocia sięgał prawie 30 tys. zł. Pomimo wydatkowania na ten cel w latach 2010- 2017 kwoty sięgającej 477 milionów zł nie wpłynęło to w znaczący sposób na sytuację osób niepełnosprawnych na rynku pracy. Sytuacja ta była głównie zależna od ogólnej sytuacji gospodarczej kraju a nie od realizowanych zadań przez samorządy powiatowe. ; People with disabilities are one of the largest minorities around the world. They are often marginalised due to disability. In many countries, they are particularly cared for and cared by the state. In Poland, persons with disabilities are covered by individual labour market measures. They are financed by PFRON and implemented by district institutions. In the light of the results of the studies, it should be noted that district authorities do not use their own resources to finance aid for disabled persons. More than 14.6 thousand people found employment between 2010 and 2017 thanks to employment subsidies and self-employment. The average cost of exiting unemployment was almost PLN 30 thousand. Despite spending PLN 477 million in 2010-2017 for this purpose, this has not significantly affected the situation of people with disabilities on the labour market. This situation was mainly dependent on the overall economic situation of the country and not on the tasks carried out by district governments. |
