計畫編號: 92031403 ; 研究期間: 200303~200312 ; 本計畫為「經濟、能源與環境決策之跨國動態分析」延續性計畫之第三年計畫，將繼續與澳洲ABAER合作，完成我國第一個多國動態CGE模型，並正名為「GTEM-Taiwan」。 本校除彙整三年來之研究成果外，亦將與ABARE合作，完成GTEM-Taiwan的資料庫校正與更新，同時完成模型的建置，以做為國內有關經濟、能源與環境的決策支援系統。 本年度原訂之工作重點為「APEC貿易與投資自由化及國際區域貿易協定對我國經濟、能源與環境之影響評估」，鑑於APEC的政策運作績效極其影響力式微，而國際區域貿易協定的議題復有其他主管機關推動相關研究在案，因此，本年度的計畫目標及工作重點均重新予以調整。碳稅仍未蔚為國際社會從事減量的重點策略，在國內迄未形成單邊施行的共識，經修正後的工作重點包括下列三項： （一）建置GTEM-Taiwan的完整架構與資料庫 （二）評估全球排放交易的影響（包括總體經濟、產業結構、環境、能源需求結構等） （三）延續「挑戰2008國家發展重點計畫」對就業結構與總體經濟的評估影響，為經建會培訓模型建構及分析人員。 ; In response to the global action in greenhouse gases reduction and the participation in the World Trade Organization, the project was designed to establish an integrated global trade and environment model that allows us to evaluate economic impact of policies related to greenhouse gases reduction, energy conservation, and trade liberalization. In collaboration with Australian Bureau of Agricultural and Resource Economics, we modified the internationally well-known model, Global Trade and Environment Model (GTEM), by taking into account domestic characteristics of various aspects (e.g. industrial structure, consumption growth of energy, and nature of population, environment and economic growth). The model was applied to evaluate the potential impact of Kyoto Protocol on Taiwan？H？Hs economy. Several scenarios were evaluated, including those with and without emission trading, with and without United States？H？H participation in the Kyoto Protocol, etc. Simulation results provided useful insights for policy making. To provide transparent knowledge about the theoretical underpinnings of the model, a complete manual was prepared for public dissimilation. Training course was also arranged for those interested in the application of the model. |
