With the 2009 Reform to the Electoral Code, political parties with access to public debt established in their statutes a percentage of the reserve to de allocated for organization and training expenditures during the non-electoral period. By 2017, these amounts exceeded one thousand million colones with a tendency to keep on building up; while other political groups show no interest whatsoever to take advantage of the resources and provide training to their followers. Thus, this work presents the opinion of those responsible for training in political parties based on a study carried out in 2014, and it is compared with the perception of the person responsible for funding at the TSE in order to identify the main obstacles for the use of resources ; Con la reforma al Código Electoral de 2009 los partidos políticos con acceso a la deuda política establecieron en sus estatutos un porcentaje de reserva para ser destinados a emplearse en gastos de organización y capacitación en periodo no electoral. Para el 2017 esos montos superaron los mil millones de colones, con una tendencia a seguir acumulándose; mientras que las agrupaciones políticas manifiestan nulo interés por aprovechar los recursos y brindar formaciones a sus militantes. Por ello se presenta la opinión de personas encargadas de capacitación de partidos políticos a partir de un estudio efectuado en 2014 y se contrasta con la percepción del encargado de financiamiento por parte del TSE, a fin de identificar cuáles son los obstáculos principales para el uso de esos recursos |
