| الوصف: | The success of complex processes implementation in state border protection bodies is connected with high uncertainty and risk, since the moment of decision-making and obtaining the result is delayed in time, and the implementation of the processes requires the involvement of a significant amount of resources. Furthermore, the assessment and analysis of real risks and the possibilities of implementing a process is a rather difficult task in the conditions of an unstable environment and a low risk management culture, the solution of which is connected with the development and use of appropriate mechanisms and adaptive tools. The article is devoted to the development of a structural and logical model of risks and capabilities of the state border protection body management. The proposed structural and logical model of risk and capability management in the state border protection body consists of five elements. The first element of the model: “positioning of risk and capability management in the management system of the state border protection authority” is implemented in an integrated manner in strategic management at the stages of creating and adjusting the risk and capability management system, taking into account the state of the internal and external environment. In the second block - “analysis of risks and capability at the strategic level” - the analytical and regulatory functions of the risk and capability management system are implemented. The third block of the structural and logical model - “identification of the main risks and capabilities, risk events and “riskappetite” allows to build a system of tools for managing risks and capabilities of the state border protection body, which is being implemented. The proposed risks and capability management toolkit requires the formation of a decision-making algorithm at each of the management levels, which is the basis for the implementation of the fourth block of the model - “implementation of risks and capability management at all management levels.” The fifth ... |
