| الوصف: | The article is devoted to the issues that are only beginning to be widely discussed among the professionals - what is the role of modern libraries in the urban development, whether the library can and should be the active element affecting the life of local communities, the development of the tourism industry, whether the investments are feasible in the development of the library system.Currently libraries start to be perceived everywhere not only as socially significant cultural and educational institution, but also as a significant agent of urban and regional development. In some cases, the appearance of the library, which is becoming «an icon of the city», is dramatically changing the way of life and the vector of economic development in the region. That’s why the attention of politicians and businessmen in the planning of large-scale urban facilities has increasingly switched to libraries. Numerous studies also confirm the growing popularity and interest to the library services and opportunities among various strata and social groups of population around the world. The libraries themselves and moreover the activities that occur around them, have a significant impact on the urban development - today it is the reality already proved by the analysis. |

| Rights: | Author (hereinafter “Licensor”) grants to The Russian State Library (hereinafter “Licensee”) the exclusive rights to articles (hereinafter “Works”) by acceptance of the PUBLIC OFFER. The rights, granted by the Licensor under the terms of exclusive license:• The right of Reproduction of Works, i.e. of producing one or more copies of Works in periodicals of the Russian State Library, including electronic ones, in a form of hard copy or in a digital (electronic) form;• The right of Distribution of Works by means of sale or other transfer of ownership in a form of hard copy or in a digital form;• The right of making the Works and information on the Licensor available to the public in such a way, that anyone can get an access to the Works and to the specified information from any place and at any time at his/ her own choice;• The right to provide to third parties, at the discretion of the Licensee, the right to use Works within the rights and use, as provided in the given offer, i.e. consent to conclusion of sublicense agreements. This right shall be granted to the Licensee upon the signature of Acceptance and shall not require payment of additional remuneration, conclusion of additional agreements and issuance of additional permits.• The right to translate the Works. Terms of use of the transferred rights:• The above exclusive rights for the use of Works shall be transferred to the Licensee without charge for the whole period of validity of the exclusive rights to the Works.• Licensee can use the transferred rights on the territory of all countries of the world.• All disputes and disagreements arising out of this offer or in connection with it shall be settled by means of negotiations.• In case of failure to settle the dispute by means of negotiations, the party dissenting with the outcome of negotiations, shall send to the other party a written claim, containing the requirements. The party, receiving the claim, shall give a reasoned written response within 15 (fifteen) working days. In case no agreement is reached between the parties, the disputes shall be settled in court in accordance with the jurisdiction and cognisance established by the current legislation of the Russian Federation. ; Публикация статьи в журнале возможна только при согласии автора (и всех соавторов или иных правообладателей), предоставить право использования на условиях исключительной лицензии, путем направления Авторской оферты. Способы использования статьи:• Издание с указанием имени автора в журнале, в том числе в электронном, без ограничения тиража.• Перевод на любые языки стран мира или иная переработка, то есть любое изменение статьи, включая, редактирование текста, снабжение иллюстративными и/или текстовыми материалами (в нужном количестве на усмотрение редакции), не приводящими к изменению смысла текста и/или искажению его содержания.• Воспроизведение, распространение, доведение до всеобщего сведения полностью или частично, предоставление третьим лицам права использования статьи. Гарантии:• Статья ранее не опубликована (не отдана одновременно для публикации другому издателю, не выложена в любом виде в сети Интернет и т. п.), заключение лицензионного договора не нарушает прав и законных интересов других лиц.• Статья не содержит информации, доступ к которой ограничен или запрещен в порядке, предусмотренном действующим законодательством.• После согласованию окончательного текста и названия статьи никто не имеет права вносить в них изменения без письменного согласования с другой стороной. Условия:• Право использования статьи предоставляется безвозмездно на территории всего мира в течение срока действия исключительного права, и не требует заключения дополнительных документов (актов приёма-передачи и пр.).• Так как право издания статьи, а также распространения и доведения до всеобщего сведения передается исключительно, в случае желание автора (соавтора) повторно опубликовать эту же статью (опубликованную в журнале) в другом месте (в печатном и/или электронном виде), необходимо будет на это получить разрешение (заключить договор).
