1997～2005年における中国の31の省市区の社会経済統計と、林業重点事業に関連するデータとを用いて、林業重点事業が農民の収入に与えた影響を分析した。その際、生産要素や地域性が農民の収入に与える影響を考慮に入れ、東部、中部、西部という経済地域区分に基づき、全国と東部、中部、西部の各地域について影響の解明を試みた。1998年に林業重点事業が試験的に開始されて以降、この事業の実施が中国農村住民の家庭1人あたり純収入、給与収入、家庭経営収入のそれぞれに対して与えた効果は異なっていた。以上の分析に基づき、既存の林業重点事業の政策や個々の取り組みに対して必要な調整を行うこと、地域的特徴に応じて政策を差別化すること、農民の収入に対する影響の程度を鑑みて段階的に政策を実施すること、林業重点事業の財産権を改革することなど、いくつかの提言をおこなった。 We selected 1997～2005statistical data of socioeconomic and Priority Forestry Programs of 31 provinces in China, production factors, regional factors have been considered for analyzing rural households' income, we analyzed the impacts of these Priority Forestry Programs on rural households' income from the viewpoints of the whole country, and the East, the Center and the West of China. We found that the different impacts of these Priority Forestry Programs on rural households' income including rural households' annual net income per capital, wage income and production income. In accordance with the empirical results, we suggested that region-difference and time difference policies and forest land tenure institutional changes should be taken. |
