The concept of international humanitarian intervention, or “just war”, is surrounded by a certain ambiguity because the international system is constructed on the basis of state sovereignty and despite the fact that globalization has made it difficult for governments to exercise it, borders have been strengthened. It becomes fundamental to contextualize each and every one of the interventions separately. The doctrine of the ‘Responsibility to Protect’ does not consider sovereignty of the State as an end in itself, but it does insist that military intervention is merely only one of the due international responsibilities, which imply other actions related to human rights. ; El concepto de intervención internacional humanitaria, o “guerra justa”, se encuentra rodeado de cierta ambigüedad dado que el sistema internacional se erige sobre la base de la soberanía estatal, y a pesar de que la globalización ha dificultado el ejercicio de este por parte de los gobiernos, no ha hecho sino reforzar las fronteras. Es de fundamental importancia contextualizar todas y cada una de las intervenciones por separado. La doctrina de la ‘Responsabilidad de Proteger’ no considera la soberanía del Estado como un fin en sí mismo, aunque insiste en que la intervención es solamente una de las responsabilidades internacionales, que implican otras actuaciones referentes a los derechos humanos. |
