The purpose of the article is in the main part of the state in the creation and development of clusters and the typology of the approaches of the state in the implementation of cluster development. Two groups of countries were selected as objects of study: 1) countries with a 3rd history of cluster development (USA, Italy, China); 2) the borderlands of Central Asia, which are at the stage of forming clusters on the cob (Uzbekistan, Kyrgyzstan). The results of the study make it possible to systematize the tools of the state’s contribution to the security of minds for the formation of new and improved productivity of the essential clusters in the developing territories of Ukraine during the period of the post–war period of the country’s economy. Methodology of the research, the tasks and methods of systematization are further developed. Work results. The role of the state policy on the development of clusters in the countries with a truly successful clusterization, the process of shaping the clusters in stay at the stage of its origin (Kyrgyzstan) and formation (Uzbekistan) has been studied. Based on the criterion of participation of the state in the development of clusters, three groups of clusters were identified: , Europe); 2) Clusters, which are the beginnings of an oppressive system of state incentives with the non–intermediate participation of the state in their activity (China); 3) Clusters that are initiated, created and supported by the power (Uzbekistan, Kyrgyzstan). On the basis of the carried–out international tools of state policy, a typology of approaches of the state to participation in the development of clusters is presented: them, scientific, innovative development of the region (USA, Europe); sovereign policy of differentiated territorial stimulation of the formation and development of clusters.
