This project analyzes new ways of participationand its impact on local government in the city of Buenos Aires. Applying qualitative methodology, particularly in the first and only case study of its kind, the paper offers a description and evaluation of the institutional process designed to engage organized civil society, and to increase cooperation with new forms of mediation within the new participatory framework of representative local democracy in place since 1996. Specifically, the local Strategic Planning Council will be evaluated and appraised by analyzing the goals and of the general strategic plan for the period 2004 to 2010. ; La actual investigación analiza las nuevas formas de participación y su impacto en el gobierno local, más precisamente, en la ciudad de Buenos Aires. Aplicando metodología cualitativa, particularmente en el primer y único estudio de caso de éste tipo, el documento ofrece una descripción y evaluación del diseño del proceso institucional tendiente a involucrar a la sociedad civil organizada, para incrementar la colaboración con las nuevas formas de mediación dentro del nuevo marco de participación de la democracia representativa local desde 1996. En concreto, el Consejo de Planeamiento Estratégico será evaluado y valorado a través de un análisis de los objetivos y el cumplimiento del plan estratégico general del período comprendido entre 2004 y 2010. |
