| الوصف: | 政府的公共财政支出主要是指以政府为主体，以实现政府职能为主要目的的财政支付或社会资源分配，它在很大程度上反映了一定时期内政府的政策倾斜和政策选择。财政支出绩效评价作为政府绩效考评的重要组成部分，其本质是从经济性、效率性和有效性三大维度综合评估政府财政支出行为的整体性过程，对于增进政府支出透明度，提高政府资金使用效率，约束政府行为，进而提升政府的公信度有着重要的意义。 近年来，伴随着一些西方国家的地方政府破产，政府停摆等诸多问题的层出不穷，地方政府财政逐渐成为学术界研究的热词。我国一些地方政府的财政恶化，债务危机等问题也逐渐被学界所重视，进一步加强财政支出管理，提高地方政府财政支出效率迫在眉睫. ; The public financial expenditure is a kind of financial payment or allocation of social resources of government in order to implement the government function.
