| الوصف: | Lutz for helpful discussions on the first phase, and Marc Bilodeau and Jaesoo Kim for the current phase. ‘Three-failures theory ’ postulates that for-profit firms, government agencies, and nonprofit organizations play distinct roles, with each sector specializing in activities that the other sectors fail at. Nonprofits specialize in provision of collective goods beyond the level that obtains political consensus, in certain asymmetric information settings, and in the provision of excludable collective goods, all areas of market and government failure. Nonprofit provision of these goods is limited by various sources of ‘voluntary failure. ’ Three-failures theory is valuable, but as one of us described in a survey chapter (Steinberg 2006, p. 128): Three-failures theory, … is incomplete. The various pieces explain why consumers would want to buy from and donors donate to nonprofits, but do not explain why nonprofits are there for them to use. What is needed is a theory of the supply of this organizational form to complement the theories of demand. Unless we know why and when nonprofit organizations will be created, it is hard to assess whether they can play the roles we have discussed. This paper seeks to fill part of that gap.
