Визначено сутність поняття оптимального розподілу витрат. На основі теоретичних досліджень було систематизовано види та групи державних витрат. Проаналізовано склад та структуру державних видатків Європейського Союзу та України. Встановлено пріоритетність державних видатків у реалізації завдань фінансової політики. Запропоновано оптимізаційну модель структури державних видатків Зведеного бюджету України. Доведено, що запропонована структура державних витрат відповідає загальноєвропейським вимогам та спрямована на реалізацію соціально-економічних реформ, які здійснюються в Україні на сучасному етапі. ; Определена сущность понятия оптимальное распределение расходов. На основе теоретических исследований были систематизированы виды и группы государственных расходов. Проанализировано состав и структуру государственных расходов Европейского Союза и Украины. Установлено приоритетность государственных расходов в реализации задач финансовой политики. Предложено оптимизационную модель структуры государственных расходов Сводного бюджета Украины. Доказано, что предложенная структура государственных расходов соответствует общеевропейским требованиям и направлена на реализацию социально-экономических реформ, осуществляемых в Украине на современном этапе. ; The article considers the concept of the optimal distribution of government expenditures. It also proves the fact that the structure of budget expenditures is determined by such factors as: the socioeconomic structure of the country, the level of economic development, the established property relations, the specifics of the historical path of the country and the mentality of the population. The types and groups of public expenditures were systematized on the basis of theoretical studies, namely: government expenditures spent to perform general national functions of the state and to provide its security support; government expenditures spent to support the entrepreneurial activity of the state; government expenditures spent to perform education and social functions.
