| الوصف: | 碩士 指導教授:張巧真 委員:謝邦昌 委員:蕭育仁 ; 面對老年人口的快速增加，政府對於長照政策的訂定與大力推動，讓長照產業如雨後春筍的開立，但讓家屬能在照顧上最放心快速解決家屬問題的住宿型機構，在長期照顧服務法及長照2.0的推動下經營發展卻愈顯困境重重。本研究探討從住宿型長照機構設立法規，並從現行長期照顧服務法與長照2.0政策推動後加以探究住宿式機構的經營發展。故本研究方法採用半結構式的質性訪談法，訪談四位規模不同的住宿型機構業者。研究發現，政策與法規面的限制降低民間投資意願，而長照2.0資源的分配投放對住宿型機構更無幫助，反而造成人力資源流失至社區。本研究結果建議政府在發展日間照顧社區服務照顧之餘，能將長照2.0政策投入適當比例資源協助住宿型長照機構業者，並在法規層面適時鬆綁，使住宿型機構於經營發展上能更有空間，強化長照服務的功能。 ; With the rapid increasing in the elderly population, the government’s formulation and vigorous promotion of the long-term care policy has allowed the long-term care industry to sprung up, but the residential institutions that allow families to take care of their families can be the most assured and quickly solve their problems. Driven by the care services law and long-term care 2.0, business development has become increasingly difficult. This research explores the establishment of regulations for residential long-term care institutions, and explores the management and development of residential institutions based on the current long-term care services law and long-term care 2.0 policy. Therefore, the methods in this study adopted a semi-structured qualitative interview method, interviewing four residential institutions of different scales. This study found that restrictions on policies and regulations reduce the willingness of private investment, and the allocation of long-term care 2.0 resources is even less helpful to residential institutions, but it causes the loss of human resources to the community. The research results suggest that the government, in addition to developing community services, can devote an appropriate proportion of resources to the long-term care 2.0 policy to assist the operators of residential long-term care institutions, and timely relax the regulations at the level of regulations. The regulations will be loosened in a timely manner, so that residential institutions can have more room for business development and strengthen the function of long-term care services. |
