Tato diplomová práce se zabývá problematikou financování a rozpočtového procesu u Policie České republiky. Cílem práce je popsat zvolenou organizaci, tedy Policii ČR a Krajské ředitelství Moravskoslezského kraje a jejich financování a vytváření rozpočtu v rámci zvolené organizace. Práce je rozdělena na dvě části, teoretickou a praktickou. Teoretická část popisuje organizaci obecně a na základě získaných znalostí a informací z literatury popisuje proces vytváření státního rozpočtu obecně a poté i konkrétně ve zvolené organizaci. Praktická část se věnuje popisu Krajského ředitelství Moravskoslezského kraje a struktuře jeho financování. Práce také popisuje vztah mezi příjmovými a výdajovými položkami rozpočtu PČR. V závěru práce hodnotí, jakým způsobem je rozpočet zpracováván, a navrhuje zlepšení tohoto procesu. ; The diploma thesis deals with the issues of financing and budget process at the Police of the Czech Republic. The aim of the work is to describe the chosen organisation, Police of the Czech Republic and Regional Directorate of the Moravian-Silesian Region and its financing and budget process within these organizations. The diploma thesis is divided into two parts – theoretical and practical. The theoretical part describes the organization in general. On the basis of gained knowledge and information, it describes the process of creating the state budget in general and then in the particular organization. The practical part aims at the description of the Regional Directorate of the Moravian-Silesian Region and the structure of its financing. The work also describes the relationship between the incomes and expenditures of the budget of the Police of the Czech Republic.
