No. of bitstreams: 1 Mamaceno_DJ_me_fran.pdf: 1723566 bytes, checksum: 585364cd51950dad212b5a2a2d064483 (MD5) Previous issue date: 2021-03-26 O presente estudo inicia-se a partir da análise do processo de evolução da assistência social até ser inscrita como política pública de direitos, através da Constituição de 1988, ao reconhecer que a assistência social é direito do cidadão e dever do Estado, sendo prestada a quem dela necessitar independente de contribuição prévia e integrando o tripé da seguridade social. O trabalho tem como objetivo investigar a efetivação da Política de Assistência Social e a qualidade na oferta dos serviços prestados à população usuária , em especial no que concerne à Proteção Social Básica que se concretiza nos municípios da região de Franca-SP, através da implementação do Centro de Referência da Assistência Social (CRAS). A metodologia desta pesquisa se fundamenta em pesquisa bibliográfica, pesquisa de campo e pesquisa documental. Para a coleta de informações, lançamos mão de técnicas combinadas: questionário estruturado – através de roteiro previamente formulado com perguntas abertas –, a observação e a análise dos documentos. Os resultados apresentados apontaram para a fragilidade destes equipamentos – CRAS, objeto de estudo deste trabalho – em muitos aspectos. A realidade apresentada configura um distanciamento concreto do que é ideal. Percebe-se, principalmente, a deficiência em relação à composiçaõ equipe de referência destes órgãos que são indispensáveis para o aprimoramento dos padrões de atendimento e para o êxito das ações. Contudo, verifica-se, como aspecto positivo e resultado desta pesquisa, o fato de que 100% dos CRAS, mesmo com as dificuldades, buscam o desenvolvimento e execução das ações previstas no PAIF (Serviço de Proteção e Atendimento Integral à Família), seu principal serviço, que legitima este equipamento como a principal referência da política de assistência social, no acesso dos seus usuários aos bens e serviços, às políticas públicas as quais buscam o fortalecimento dos vínculos familiares, defendendo direitos. The present study starts from the analysis of the process of evolution of social assistance until it was inscribed as a public policy of rights, through the 1988 Constitution, by recognizing that social assistance is a citizen's right and a duty of the State, being provided to whoever needs it, independent of prior contribution and integrating the tripod of social security. The objective of this work is to investigate the effectiveness of the Social Assistance Policy and the quality in the offer of services provided to the user population, especially with regard to Basic Social Protection that takes place in the municipalities of the region of Franca-SP, through the implementation of the Social Assistance Reference Center (CRAS). The methodology of this research is based on bibliographic research, field research and documental research. For the collection of information, we used combined techniques: structured questionnaire – through a script previously formulated with open questions –, observation and analysis of documents. The results presented pointed to the fragility of this equipment - CRAS, object of study of this work - in many aspects. The reality presented configures a concrete distance from what is ideal. It is noticed, mainly, the deficiency in relation to the composition of the reference team of these bodies that are indispensable for the improvement of the standards of attendance and for the success of the actions. However, as a positive aspect and result of this research, the fact that 100% of the CRAS, even with the difficulties, seek the development and execution of the actions provided for in the PAIF (Service of Protection and Integral Assistance to the Family), its main service, which legitimizes this equipment as the main reference of social assistance policy, in the access of its users to goods and services, to public policies which seek to strengthen family ties, defending rights. |
