الوصف: | The demand for higher education has diminished in a number of industrialized countries, which is an alarming phenomenon because of a growing demand for a highly educated workforce within industry. The European Round Table of Industrialists1 sees that the present proportion of 10 percent of university graduates of all employees must be increased in enterprises. The proportion of university graduates of the whole age group in Europe is clearly lower than that in its major economic competitor countries, the United States and Japan. In Europe the figure is just over one-fifth, whereas in Japan it is approaching 40 percent and in the United States it has already passed 50 percent, that is, the limit of universal higher education. The rapidly changing political, social, and economic situation has made the individual by far the most important factor of production, and now it appears that investment in human capital is inadequate and in part incorrectly directed.
