الوصف: The Deliverable D1.5 initially examines the barriers (political, economic, social, cultural, technical, environmental, legal and administrative) to support the adaptive reuse of cultural heritage in the context of multi-level governance, interlinking city, regional, national and EU levels of decision making. The barrier assessment is derived from the best practice and multiple case study analysis, reflecting the plurality of views from multiple stakeholders. The findings show that the most salient barriers are governance-related, arising from lack of collaboration, cooperation and participation among a wide range of stakeholders, followed closely by economic, social and legislative barriers. The underlying parameters of the identified barriers have also served as an initiative for formulating policy enablers and solutions to tackle these challenges. Following a systematic assessment of solutions suggested by local stakeholders and the usefulness and feasibility of certain policy enablers, a set of policy-related guidelines are deduced at European, national and local policy scales.
