| Abstract (English): |
More than ten years after the fall of Muammar Gaddafi's regime, the hesitations and uncertain transition in Libya are jeopardizing the progress made since the signing of the ceasefire treaty on October 23, 2020. The unsustainability of the status quo has manifested itself several times, most recently with the clashes that took place in Tripoli at the end of August 2022, which shook the foundations of the precarious truce between the factions opposites. Even in the absence of a return to the open conflict that characterized the two-year period between 2019 and 2020, it is becoming apparent, either due to difficulty or unwillingness on the part of key domestic actors, that the process of reaching a final peace agreement remains uncertain and could progressively lead to a kind of frozen conflict. In this immobile stalemate, what stands out are the multiple layers of a multidimensional crisis, in which the internal dynamics are characterized by a tight power struggle, with inevitable consequences for Libya's future. La mai bine de zece ani de la căderea regimului lui Muammar Gaddafi, ezitările și tranziția incertă din Libia pun în pericol progresele acumulate de la semnarea tratatului de încetare a focului din 23 octombrie 2020. Nesustenabilitatea status quo-ului s-a manifestat de mai multe ori, ultima dată odată cu ciocnirile care au avut loc la Tripoli la sfârșitul lunii august 2022, ce au zguduit fundamentele armistițiului precar dintre facțiunile opuse. Chiar și în absența unei reveniri la conflictul deschis care a caracterizat perioada de doi ani dintre 2019 și 2020, devine evident, fie din cauza dificultășii, fie a lipsei de voință din partea principalilor actori interni, că procesul de ajungere la un acord de pace final rămâne nesigur și ar putea duce progresiv la un fel de conflict înghețat. În acest impas imobil, ceea ce iese în evidență sunt multiplele nivele ale unei crize multidimensionale, în care dinamica internă se caracterizează printr-o luptă strânsă pentru putere, având consecințe inevitabile asupra viitorului Libiei.
