After conclusion of the Korean armistice in 1953, the Department of the Army directed the Commanding General, United States Army, Far East, to prepare a history of the prisoners of war during the Korean conflict. Although the Military History Section, AFFE, made assignments, and research was begun, a variety of handicaps interfered with progress. No specific deadline for completion was established. Preliminary work was assigned to the field in Korea, and personnel, usually untrained, assembled notes more conspicuous for volume than for discriminate selection or for accurate identification of sources. Officer members of the staff of the Military History Section were later designated to write the monograph, but because of a steadily decreasing personnel strength, the project was always only one of several responsibilities. For long periods at a time, work on the study was completely suspended. At least eight different writers and a greater number of enlisted researchers succeeded to the assignment, and in almost all cases, each was reassigned before he had found the opportunity to achieve a great deal more than an acquaintance with the materials which he had inherited from his predecessor. Chapters include administration and security, utilization and education, and logistics (as well as a glossary and illustrations). |
