| الوصف: | L’articolo esamina l’evoluzione del sistema semipresidenziale di Croazia, Polonia e Romania. Tre Stati che, all’indomani della caduta del regime comunista, hanno optato per un rafforzamento dei poteri affidati dalla Costituzione al Presidente della Repubblica eletto dai cittadini ma che successivamente, attraverso la revisione della Costituzione o l’adozione di una nuova, li hanno ridimensionati a favore del raccordo Primo Ministro-Governo, Parlamento. Le recenti crisi hanno tuttavia posto in discussione tale assetto costituzionale sollecitando l’intervento politico attivo del Capo dello Stato. L’articolo ne esamina la dinamica in ciascun Paese alla luce della prassi costituzionale e delle riflessioni della dottrina. ; The article examines the evolution of the semi-presidential system of Croatia, Poland and Romania. Three States which, following the fall of the communist regime, opted for a strengthening of the powers entrusted by the Constitution to the President of the Republic elected by the citizens but which subsequently, through the revision of the Constitution or the adoption of a new one, reduced them in favor of the Prime Minister-Government, Parliament relationship. However, the recent crises have called this constitutional structure into question, urging the active political intervention of the Head of State. The article examines its dynamics in each country in the light of constitutional practice and scholarly reflections. |
